Public sector employment tops 5.4 million in second quarter

The number of people employed in Türkiye’s public sector exceeded 5.4 million in the second quarter of 2026, rising by 127,677 compared with the same period a year earlier, according to data compiled from the Presidency of Strategy and Budget.
Of the total workforce, 3.58 million were permanent civil servants, 419,801 were contracted personnel, 1.27 million were permanent workers and 50,418 were temporary workers.
Employees in general budget public administrations accounted for 3.68 million people, representing 67.9 percent of total public sector employment.
Employment at the Council of Higher Education (YÖK), universities and institutes of high technology increased by 3,673 year-on-year to 325,021 in the second quarter, up from 321,348 in the same period last year.
The number of employees at social security institutions rose by 363 from a year earlier to 42,500 during the same period.
Employment at municipalities, affiliated administrations and local government associations rose by 2,407 from a year earlier to 174,077.
