Israel's plans to build 3,000 new settler homes in east Jerusalem and the West Bank amounts to an act of aggression "against a state," PLO official Hanan Ashrawi said on Friday.

"It is an act of Israeli aggression against a state and the world needs to take up its responsibilities," Ashrawi told AFP, a day after the United Nations recognised the Palestinians as a non-member observer state.
