Activists recently filmed what they called the horrific state of the shelter near the city’s main bus terminal, Demirören News Agency reported on July 25.

Activists then filmed a headless dog and three lifeless puppies to file an official complaint.
Berivan Buğan, one of the activists, told the agency that their efforts to improve the condition at the shelter have failed since 2017.
“A friend of ours donated security cameras to the shelter, so that the officials here can better monitor the state of the animals, but they’re not making them work because they know that their own dirt would be revealed, too,” Buğan said, calling for solidarity and action from other activists.
The Kars Municipality, on the other hand, defended itself in a written statement, stressing that the shelter has all required permits. “There are over 500 stray dogs here. It is hard to take care of them as they are really aggressive,” the municipality said, announcing that a “modern clinic” would soon be built on the same area.
