Birth tourism in US on the rise for Turkish parents

With more Turkish parents wanting their child to be born in the US, tourism companies are starting to offer ‘birth tourism’ packages to US cities. Many women say giving birth in the US has benefits including cheaper education and fewer visa worries. Some Americans, however, want to restrict the practice, citing fears of illegal migration
Birth tourism in US on the rise for Turkish parents

If Bruce Springsteen’s 1982 hit “Born in the USA” were to become popular again, the title might now refer to thousands of Turkish children whose parents are increasingly traveling to the United States to give birth.

According to tourism expert Gürkan Boztepe and media sources, 12,000 Turkish children have been born in the U.S. since 2003.The numbers are significant enough to draw the attention of tourism companies and inspire them to pursue “birth tourism.”

“We found a company on the Internet and decided to go to Austin for our child’s birth,” said Selin Burcuoğlu who gave birth to a daughter last year. “It was incredibly professional. They organized everything for me. I had no problem adjusting and I had an excellent birth,” she told the Hürriyet Daily News & Economic Review.

Burcuoğlu said she and her partner chose to have the birth in the U.S. to make their child’s life more comfortable. “I don’t want her to deal with visa issues – American citizenship has so many advantages.”

Birth tourism

Burcuoğlu is not the only Turkish parent who wants her child to have U.S. citizenship. Many Turkish parents-to-be are now seeking tourism companies to “guarantee” their child’s life. 

“We have been involved in medical tourism since 2002,” said Levent Baş, general manager of Gurib Tourism. “But we were also receiving so many demands about this issue that we decided to sell birth packages,” he told the Daily News.

“We first started our research in New York City, Los Angeles, Chicago and Orlando and we only contacted Turkish doctors,” Baş said. “But we are preparing a package that covers everything from the flight and city tours to accommodation for several months and hospital expenses.”

In terms of cost, Baş said the minimum expense is $25,000, which rises to $40,000 if the destination is New York.

Birth tourism organizations are located throughout Turkey, including one run by Gürkan Boztepe in the Aegean province of İzmir. “Before, only celebrities gave birth in the U.S. We are now aiming, however, to make this service accessible to everyone. And surprisingly, our customers are not just from İzmir and Istanbul, there are also many people from smaller provinces, such as [southeastern] Gaziantep.”

Many families, however, do not want to talk openly about the process, according to the birth tourism operators. “Many people say they are doing it because they want their kids to get a cheaper education and not deal with visa issues when they grow up,” said Baş.

“But they don’t want to make it public. Even celebrities who have done this are trying to ignore the issue by saying they had to give birth in the U.S. because their doctors were there,” he said.

Arzu Geiger is an entrepreneur who lives in Gilbert, Arizona, and offers customers the option to stay in her home.

“We got the idea when a friend of ours wished to give birth in the U.S.,” she told the Daily News. “We realized that many women abroad may also wish to give birth in the U.S., but may have many concerns regarding arrangements or safety. Some women may choose to stay alone with us for the first few months, then move to separate living arrangements when family members arrive for the birth.”

While the small-scale companies have started investing in the birth market, bigger firms are also entering the market with alternative packages. The Turkish-owned Marmara Hotel group recently announced a birth tourism package that includes accommodation at their Manhattan branch.

“We hosted 15 families last year,” said Nur Ercan Mağden, head manager of The Marmara Manhattan, adding that the cost was $45,000 each.

Law Amendment

According to the U.S.’s 14th Amendment, the country grants citizenship to anyone born on its soil. At the same time, however, many have demanded the elimination of the “ius soli” law.

"They come to this country and have babies. The children are citizens. The children are eligible to go to school. They receive food stamps and social programs. The American taxpayers are paying for it," said Republican Congressman Gary Miller last month, who is co-sponsoring a bill that seeks to abolish birthright citizenship for children born in the country to illegal immigrant parents.

According to Emre Özgü, a partner at law firm Barst Mukamal & Kleiner LLP in New York, people in favor of tightening immigration laws have been attempting to end “ius soli” citizenship for years.

“Those trying to restrict immigration argue these babies, who are occasionally called ‘anchor babies,’ serve as a key link in the ‘chain immigration’ process that they would like to see eliminated. However, there is no current pending legislation before Congress that would limit the claim to U.S. citizenship of a child born in the U.S.,” Özgü told the Daily News.

When asked whether birthright citizenship could be considered a loophole in the law, Özgü said he would not classify the “ius soli” citizenship as such because it is explicitly included within the U.S. Constitution.

“While it can be controversial, birth tourism is legal in the U.S.,” said Geiger. “Some of the major concerns expressed with birth tourism are that the mother and baby can access free health and social benefits at the expense of U.S. taxpayers. We do not accept customers in this manner – they are responsible for the payment of their own medical expenses.”

Baş, however, thinks U.S. authorities are ultimately unconcerned by the practice. “I think the United States is aware of such a law, otherwise they would prevent it. I think it is part of an integration policy. They want people to become American citizens.”

Other examples

Birth tourism to the U.S. is not just popular in Turkey but also in Asian countries such as South Korea, Hong Kong and Taiwan. According to a Los Angeles Times report, many South Korean parents-to-be have chosen to give birth in the U.S. for many reasons, ranging from a desire to enroll their children in American schools to enabling them to avoid South Korean military service.

The birthright citizenship formerly applied to other countries such as the United Kingdom and Australia but both countries modified their law in the mid-1980s.

India maintained such birthright law until 2004, but ended the right to prevent continued illegal immigration from neighbors Pakistan and Bangladesh.

  The current immigration law allowing children to become "anchor babies" was pushed and passed by the same Democratic party we see trying to realign the relationship with Americans today via the hostile takeover of our health care system.. This law, yes law passed in the 1960's as immigration reform, is not an amendment, but it has done more to destroy the America we grew up in, served, and defended with great sacrifice. I for one, believe this is the greatest nation on God's green earth, but it is being dismantled from within. "We the People" are being ignored much to the detriment and sacrifice of our Constitution. A cultural shift of multiculturalism is not diversity, but a true reinvention by the socialist agenda. If you do not pay attention you will no longer be a free society. You may be a guest in my nation, but you should not have the right to strain my nation with anchor children and draw upon our tax base with handouts from my government.

  Hi to all! As a Turkish citizen living in USA for more than 10 years, I found some of the comments very funny and stupid. First, of all I have not met anybody in USA so far that hates my country or hates me. Just like anywhere else I met good and bad/stupid people here. Most of the American people are really cool to different races (Well I chose to hang around with the great ones) and you can be friends with them easily. People become racist if you act like an uneducated moron. If you are a person like me who can blend in with any culture, teach them about your country (Good and bad), act friendly and honest, socialize more with the local people rather than your own, etc, you will not have any problems. I always believe that no matter what country you are from, if you can adjust yourself to a specific countries laws, culture, people, etc, you won't have problems. I was going to a military school here when 911 occurred and people came up to me and said: "If anybody causes you any problems, please let us know" It was really nice of them. I never got attacked by anybody so far. (I am very modern Turk anyways.) Every individual from Turkey should see themselves as an ambassador of a wonderful country and need to show/teach people here the very best of their culture. If you bring bad sides of Turkish culture here, don't expect them to like you. (There are a lot of bad sides of we Turks as well where I can make a huge list here!) Again, Just like any culture we have good and bad. If you distinguish what will not work in USA, you will better off here. I have learnt a lot here and I gave Americans a lot as well. There is nothing more beneficial and cooler than exchanging cultures/ideas... Just learn how to communicate. Best regards to all...

  Canada had to finally stop this insane practice as pregnant asian woman mostly from china were flying by the thousands just days before giving birth so as their children would get free medical care, much better than in china and instantly become canadian citizens, giving the parents many rights and monetary privileges...this practice along with the constant flow of illegal aliens across americas borders ,now believed to be somewhere between 25-35 million of these illegal aliens law breakers.

  Tell everyone all over the world to come on a tourist visa and then remain after their visa expires. There will be an amnesty soon for people in the U.S. illegally; those who sneaked in and those who come here legally and overstay their visas. Both groups are illegal. The amnesty push will start right after Obama has pushed his health care bill through and will cover at the very least 12 million people.. I don't know waht the requirement will be though. The last amnesty in 1986 required to "show" they had been in the U.S. for five years. Or if you could show you had worked on a farm for "90 days" during the year prior to the passing of the amnesty. What a pathetic joke!

  The "anchor baby" appliction of the 14th amendment will destroy the sovereignty of the United States. It is being used by many illegal aliens to obtain a stake in their future. Many women com accross the southern border for the express reason of giving birth in an American hospital Not only is this destroying the hospitals financially but it is destroying our country as well. The 14th amnesment was passed about 1868. It wass passed to emphasize that the children of the freed slaves were American citizens, not to serve as a financial support mechanism for the illegal aliens parents.

  what the article doesn't say is that the kids are required to file a tax return every year as soon as they turn 18 and eventually pay taxes in the US even when they already paid in their home country. And especially when the parents die the taxes will hurt them.

  Just speaking about the American law, I can assure you that what you're calling the “ius soli” law isn't going to change. Normal laws change regularly, but it is extremely difficult to change the US Constitution. It requires 2/3s of the legislature, plus ratification by 3/4s of the states. Not going to happen unless there is overwhelming public support, which there isn't on this issue.

  1/3 of US jails are illegal immigrants. english is taught in every level because you are not required to know english to enter american schools. not only that,illegal immigrants under 18 by law have the right to go to US schools., the jail rates are so high because America is a land of where no one if above the law. look at our liquour laws! in alabama flirting with a married woman is jail time. everystate has wierd laws. what do you except in a country that is ranked most religious for a developed nation. and can you show me about human violations within in america? where are your facts? i always have right to remain silent and a lawyer, citizen or illegal.

Of course the 14th Amendment needs to be changed but since the politics of it all is preventing such common sense the reality of the global financial debacle will force it.

  says it all really - my wife is turkish and we used to live there - after our son was born in Bodrum we were both adamant that he would not be raised/educated in turkey - she is a teacher and we agree that the quality of education and opportunities in turkey is 3rd world to say the least.... We love the country and plan to retire there but it is not a good place for raising or educating children if you want the best for them... luckily birth tourism is not an issue since i hold UK passport and got same for our son Mark

Do you know Turkey has almost 85% younger generation who can not fnd a place in school or go to school for the freedom of it. When I went to the local police department for my fingerprints for immigration process, police officer who was taking my finger prints started singing "Ohh, Midnight Express... bla, bla." I am in the US just because I am a victim of American propaganda. I regret very much that I moved to the US. Very soon I will be back to my own country. People graduate from American high schools cannot even read write properly. All American Universities are teaching in English at 8th grade or lower levels. I regularly and everyday used to review and correct the papers my manager (who had a graduate degree) wrote at a supposedly very prestigious R&D company. Almost every day fellow employees of Greek descend used to fabricate lies about me to the management which determined my performance review rather than my real accomplishments. One of my profs at the college I went to graded my final paper E which had zero errors, so his favored student, both German Americans, would get in front of me. He had to lick his words and correct the grade he gave me. I was the best and he ate his miserable heart out. Now I am unemployed, as soon as the HR people or hiring managers hear my accent and guess more or less correctly where I am from or even my age they say I am unqualified. Because I am not black or Hispanic. Everywhere one goes corruption, corruption and corroption. The people in prisons in the US vs. the 100000 general adult population is like 2174 the highest in the World. 1 in 100 U.S. adults are behind bars. This is the result of America not being the best, but just because of the totally failing education system (family, religion, schools, corporations, etc). Everywhere one turns, there might be a pedophile clergy or an adult. Catholic church almost bankrupted for paying huge sums of moneys as penalty. Human rights are very grossly violated in the US, yet US politicians, the president at the top, go around the World preaching about human rights. Look at the illegal war an ignorant US president started in Iraq: many hundreds of thousands of innocent Iraqi and American military personnel civilians lost their lives, health and property for nothing. That is ultimate human rights abuse. FBI agents were taking pictures of war protestors. That is not respect to human rights with any stretch of imagination. Now the US congress' sub-committee passed Armenian Genocide resolution. What about the native American genocide resolution, centuries-old African American human rights violation resolution, or Hispanic American human rights resolution: who will pass them and others????

  I think it is perhaps because people are frightened of the future for Turkey which is going more and more pro islamic and the risk of the decline of the secular state. There is a genuine fear among turks that I have spoke to that this government is taking the country into chaos and possible civil war. Turks are certainly proud to be Turks I know for sure but fear an Iran type regime in future years.

  Vural's comment about how human rights are being abused in the US from time to time is very much the same in Britain. Many people learn about racism, prejudice and discrimination in schools although, it still occurs in many local communities. Many people will refer London to be a cosmopolitan city although, how can you call a city 'cosmopolitan' when you have different parts of the city divided into different races. If you live in a diverse community you would live in a society where you have people from all cultures although, that's not the case anymore. We now live in a country where it's beginning to get harder for people to integrate no matter what ethnic diversity you are from.

  are you out of your mind? what does "you have no honor if you dont want to have your childern born in your native country" mean? no one migrates willingly guys, if he is moving out of his native country, that mean he has to. That means he cannot find job and look after his family and he is looking for better opportunities. this is not about "looking down his own culture or treason". but why America wants so? why, a counry, which struggling high unemployment of its citizens, still recieves immigrants? the answer is so simple, it is being run by racists. Hispanic and black people are swimming on sea of poverty, but US govt aint give a sh...t. European immigrants used to make up most of immigrants, but EU doesnt send people anymore, because EU is OK now, at least it is not worse US as a means of finding job. So few white people left. Russians, Turks and white Arabs. Arabs are little dangerous. So Turks are very good choice. They are, actually we are simple white people not tending extreme or radical Islam. PS: i am not immigrant, just living in US for few month.

  Turkish people wanting their children to be born in the US to be US citizens do not know the fact that the US is a very prejudice country and culture where human rights are regularly and constantly disrespected. Being a Turk in the US is exactly like being a Turk in Ottoman Empire. Being a Turk in the US is one of the most severe disadvantages a human can endure. One can never see a bumper sticker (TR) on any car in the US while many US residents and citizens of other nations proudly display the symbols of their country of origins. I myself do not have a TR sticker on my car bumper for this reason and also do not want to attack the attentions of Armenians, Greeks and other anti-Turkish haters. I do not even talk to friends in Turkish in public for the same reasons. Yes, of course there are laws in the books to prevent that in the US. Laws alone are not enough for the human rights to flourish; education has to be there too. Yet, the US education system (family, religion, schools, corporations, etc) are still in dark ages in not only science, technology, fine arts etc, but also human rights.

  This is a very hypocritical act of wealthy Turkish citizens. On one hand they are very nationalist and proudly utter a motto saying; "What a happiness for one to call himself/herself a Turk" . On the other hand feeling inferior of their Turkish passport and aim to get the US one for their children even if the country is dominantly anti American.

  dont take it personal, this is nothing about not wanting your children to be born in your own country. turkish people have lots of visa problems especially after 11/9. even after getting visas, everything is pain in the ass in the airports and customs. and the whole europe discrimination stuff, our people really bored with that. for example as a turkish student, we couldnt take the advantages of student discount in europe. whatever, i think this is about globalization.

  This is a disgusting practice and must end. "Tourism" should not be used to describe what these people are doing. They are taking advantage of the goodwill of the United States and from a country that hates to US nonetheless. If there is no pending legislation now, there soon will/should be as this article gets passed around.
