Ankara criticizes European Parliament over Cyprus vote

While Ankara slams a Council of Europe report on Cyprus that comes amid ongoing intensified talks for reunification of the divided island, it welcomes another European report calling on both Turkey and Greece to fulfill responsibilities toward their minorities

Ankara has criticized the European Parliament after its foreign affairs committee adopted a controversial report that called for Turkey to withdraw its military from the divided island of Cyprus.

"While the intensified talks are ongoing between the two Cypriot leaders on the island, such decisions demonstrate the European Parliament's detachment from the process," diplomatic sources told the Hürriyet Daily News & Economic Review. "Those who vote for this report should watch television."

The parliament's Foreign Affairs Committee adopted a draft motion Wednesday that called for Turkey to withdraw its troops from Cyprus, resolve the issue of Turkish citizens settled on the island and allow Greek Cypriot access to Maraş, or Varosha, a quarter in the city of Famagusta.

Sixty committee members voted in favor of the draft report prepared by Dutch parliamentarian and Turkey rapporteur Ria Oomen-Ruijten while 11 abstained.

The report urges the Turkish government to seek solutions to preserve the bicultural character of Turkish islands Gökçeada and Bozcaada and to address problems encountered by Greek people with regard to their education and property rights.

At a news conference following the vote, Oomen-Ruijten said the members of the Socialist and Liberal blocs in the parliament were responsible for the tougher line on Turkey, yet still regarded the report as balanced. The parliament is scheduled to debate the report on Feb. 10, followed by final parliamentary voting the following day.

Ankara welcomes Council of Europe report

Ankara meanwhile welcomed another report urging both Turkey and Greece to treat their religious minorities in compliance with the European Convention on Human Rights, saying it is the first time a Council of Europe report acknowledged the responsibilities that should be fulfilled by Greece.

"The criticism posed to Turkey in the report is nothing new but it is important that the criticism of Greece is cited for the first time in a report by the Parliamentary Assembly of Council of the Europe [PACE]," said a senior Turkish Foreign Ministry diplomat who requested anonymity.

The PACE report called on Turkey and Greece not to act reciprocally in their treatment of religious minorities as defined by the Lausanne Treaty but to instead comply with the standards established by the European Convention on Human Rights. The report further urged the two countries not to apply discrimination against members of religious minorities.

It called on the two countries to recognize the ethnic identity of individuals and contribute to the solution of minorities’ religious and educational problems.

"We are already working to enhance the standards of our minorities. The elements criticized in the report are already on our agenda," said the same diplomat in reference to European calls for Ankara to recognize the ecumenical title of the Greek Orthodox Patriarch and open Istanbul’s Halki seminary.

The PACE General Assembly also approved a report by French parliamentarian Michel Hunault on religious freedoms for the Greek minority in Turkey and the Turkish minority in Western Thrace, other human rights and a relevant resolution. Some 102 parliamentarians voted "yes" while 18 voted "no." Four parliamentarians abstained.

  @hunni-here is what I want you to do. Go and tell the Europeans who admitted the whole island of Cyprus on May 2004 as a new member state that you have two states instead of one. Feel free to use all of your diplomatic skills in this endeavor, as well as, the contemptuous comments you have for us when we tell you the same thing. Then we will see how fast you can make a lot of friends and win public sympathy for your case.

  Cyprus is Greek and Christian .Turkey is Muslim and has no part in EU.Thats why the Europeans let Cyprus into Europe and will protect it and Greece as they are a wedge between Turkey and Europe . Shame for you their is nothing you can do !!!!!

  EU should first make a serious attempt at the mess they created in Cyprus, condemning it to eternal conflict. They should first keep promises, correct mistakes before lecturing others. Neither Turkey nor TRNC are EU members and are not even on a path to become so. How dare they make judgements? Compliance? To whose laws? There is this crazy idea out there, popular among Turkophobes of course, that Turkey should pay all the price of EU membership, compromise its interests for the common good of EU without the privilages and rewards of a full EU membership! Turks should do what is good for them because it is good for them. That is what is going on mostly anyway.

  Why should turkey withdraw it troops from the TURKISH REPUBLICH OF NORTHER CYPRUS? so the the greek occupied areas army with the greek army can march in a occupy our country? Forget it we know the greek cypriots and their lies and the left wing good people who support them! Since we have the turkish army to support us we can live in peace. We have not forgotten the murders of us by the greek cypriots and being pushed into 3% of the island and the stealing of our houses and field by the greek cypriots and EOKA B.   @kaya a fundamental component of progress is to be able to do some self criticism. If you keep blaming others using fantasy and conspiracy theories then you will go backwards instead of going forward. There is never shortage of fantasies and finding someone to blame.   Turkey is always critical of the EU,Greece,Armenia,Greek Cypriots, the Kurds etc.What does this say about Turkey and its relations with its immediate neighbours? They occupied the Balkans for over 400 years, islamisized the Albanians and Bosnians, killed over 1.5 million Armenians 356.00 Pontian Greeks,invaded Northern Cyprus even though Cyprus was a Greeks majority since 1200 BC yet its not their fault. The Turks need to look at themselves in the mirror and stop playing the victim.

You greek cypriots must learn there are 2 states on cyprus the TRNC and the greek occupied zone whish is the hijacked republic of cyprus.We turkish cypriots are not a minority! as for greece it lied to get into the Euro zone it is now bankrupt and it looks like it is draging down the Euro now for all the Euro zone so I think the other big euro zone countries must love the greeks when there euro is going to be less value!The turkish justice system is also very good and fair.

  Once again the EU diplomats show no understanding of life outside their own little bureaucratic world. What crass timing to issue a report on Cyprus just when talks between the two sides in Cyprus are in a critical stage. But then is this a little (a lot) of pro Greek bias coming through? @Dinos Plassaras (2010-01-29 14:40:09). It's certainly controversial in its timing!

  Isn't this the same EU that help created the Cyprus mess and at the least condemned it to eternal conflict? It is controversial since Turkey or TRNC are NOT EU members, NOT bound by their policies and dictates, and their position on the issue is well known and the sole reason that there is an issue in the first place is because GC refused a UN plan that TC had accepted. Given the hostility and animosity displayed by Greeks, and WITHOUT a resolution of the conflict (I say it is resolved but ...) , how reasonable is it to even sugest that Turkish military be removed? It is comical that after abondening ALL initiative on this topic now EU issues reports! That is why it is controversial, and anyone who questions this should not even be commenting here. Maybe Greeks should pay more attention to the EU reports that concern their treatment of minorities and immigrants maybe. Who has kept the peace there all these years and brought democracy to Cyprus and Greece? It was not EU.

  Here are a couple of things that don't make any sense regarding this article. The decision regarding Turkish troop withdrawal from Cyprus received a unanimous vote and as a result it can hardly be called "controversial". A controversial vote is one decided by a few votes, but when all votes go the same way most people consider a vote like this unambiguous and not controversial. Also using words such as "Turkey criticizes EU" further obscure the matter, because the issue here is not criticism rather it is compliance. To express criticism implies that the subject matter is still debatable when in fact the matter has already been decided and now certain adjustments to such decision are required (other than criticism). Finally, on the minorities issue, I believe each country has to deal with it as its own internal issue. But here is the key difference. Whereas Greece's citizens are full EU members with complete access to European justice (arguably the best legal framework in the world), Turkey's citizens do not seem to have a comparable legal redress.
