Israel will not attend a conference on the creation of a nuclear-free Middle East scheduled to take place in Finland, a foreign ministry spokesman said on Thursday.

"This announcement was made on Wednesday in Vienna during a meeting of the International Atomic Energy Agency (IAEA) by the director of the Israel Atomic Energy Commission, Shaul Horev," spokesman Yigal Palmor told AFP.
 
The announcement was first reported by Haaretz newspaper, which said Horev cited the "volatile and hostile situation" in the region in explaining Israel's decision to stay away.
 
The conference is scheduled to take place either later this year or early in 2013, and is backed by the United States.
 
Horev reportedly told the IAEA meeting that a nuclear-free Middle East "will be possible only after the establishment of peace and trust among the states of the area, as a result of a local initiative, not of external coercion." Earlier this year, Finnish representatives travelled to Israel in a bid to convince the Jewish state to attend the meeting which comes as the world grapples with the standoff over Iran's nuclear programme.

Israel and much of the international community believes Iran's nuclear programme masks a weapons drive, a charge denied by Tehran, which says its activities are for civilian nuclear energy and medical purposes.
 
Israel, the Middle East's sole if undeclared nuclear power, has said it will not rule out unilateral military action against Tehran to prevent it from developing a weapon.
 
The Jewish state is not a signatory to the Nuclear Non-Proliferation Treaty, which governs and restricts the development of nuclear technology, though it has IAEA membership. Other non-signatories include India and Pakistan.

@ Rich Bind, You are wailing for not being able to join the "Naval exercises in the region to protect free passage of sea lanes" ! What a dillema, Was raid and Murder on blue Marmara in International Sea Lanes, an "Demonstrative Example" of your Protectin capabilities???

Why should Israel paticipate in such a meeting, thus imply that it does;t have the Big Stick, it does.t want the Big Stick and all this is said with a statesman like picture of Mr. Lieberman, what a pleasure!

All of a sudden Israel is wanted to participate in an international forum. Israel is banned from the Global Anti-Terrorism Forum, from participation in NATO meetings (yes Israel is not a NATO country, but other states also participate), data sharing from anti-missile shield, from international forum on Syria (even though Israel shares a border with Syria) and joint navel exercises in the region to protect free passage of sea lanes. There is already a Muslim atomic bomb, why not a Jewish one?

Jobs --> Israel has suffered a 4023 killings by palestinian terrorism over the years adding up 6069 more in the intifiadas. you end up with a numebr which is bigger then the number of palestinian casualties (8000) in the intifiadas. this is an estonishing figure considering the power differences (think why) ! by the way palestians killed over the years 1970 palestinians ! So israel is a unique country in the ME whether you like or not (compare with syria=20,000, egyp=1100)

While Israel likely has nuclear weapons they are not a source of regional instability. Arab states have invaded Israel knowing that Israel has nuclear capability because they understand that Israel will only use it in the face of an existential threat. Iran's threats are against Israel's existence, whether or not Iran can actually accomplish the task. Israel will not wait to find out. Iran is a regional threat without nuclear weapons; with them it is a clear and present danger.

Muzaffer-You forget history. Abraham had 2 sons Ishmael who founded the Muslim religion and Isaac the one who founded Judaism. Muslims will always stand for family while Jews will alway stand for money. Abraham is the Grandfather of both religions. We are cousins. Apples and Oranges. But, all the same, fruit from the same tree. I was born into a Jewish family, in a Jewish neighborhood, into a Jewish life. Not being money oriented I hated it. My soul ran deep. Roger Harding: Israel living by the sword, its due to the loving neighbors. Did Israel's neighbors ever stopped their incitement, spreading hate in schools and mosques, did they ever really supported the Palestinian cause or just left this hot potato for over 65 years. Israel ready to make peace and to live side by side with Palestinian, not Palestine replacing Israel. check their children's books or the Palestinian agenda and you will find out what peace lovers they are.
