Regular flights to Sulaimaniya are ‘chartered':

Regular flights about to be launched to two northern Iraq cities next month are “chartered flights” on behalf of Iraqi charter company AZMAR Air, a representative of the company said yesterday.
“It is not correct to suggest that Sulaimaniya or any other city in Iraq is authorized to allow an ‘open sky' policy. Fly Air's permission to operate in Iraqi airspace requires permission from the Iraqi Civil Aviation Administration, which has acted favorably upon the request made by AZMAR for flights to Sulaimaniya,” the company representative, who has been in Turkey, told the Turkish Daily News.
AZMAR and Fly Air are continuing to work out the details regarding their relationship and cooperation in opening outlets in Istanbul where people wishing to travel to Sulaimaniya on AZMAR's charters can obtain more information, he added.
“There has been significant demand, and we decided to launch regular flights,” Kaya Nomaler, head of the Istanbul-based Fly Air, told Agence France-Presse earlier this week.
