President Erdoğan to take oath, announce cabinet on July 9

ANKARA

Turkey’s new executive presidential system will be officially launched on July 9 after President Recep Tayyip Erdoğan takes his oath and announces his next government, while legislative works for further harmonization of current laws with the new governmental model are still underway. 

Ahead of the inauguration, a 74-article decree was issued by the current government that stipulates the transfer of some powers of the cabinet to the president in line with the change, abolishing the Prime Minister’s Office. 

Parliament had granted the existing ruling Justice and Development Party (AKP) cabinet the authority to issue decrees without parliamentary provision before the June 24 election, in order to ensure the integration of the new executive system stipulated by the constitutional amendment ahead of the president’s inauguration.

Around 5,000 articles will be amended in which all terms of the Prime Ministry will be lifted and replaced by the president.

The government will soon issue another decree for the abolishment of all laws that stipulate ministries’ organizational structure, as the ministries will henceforth all be appointed by the president-elect. The new ministries and their structures will be established through the first presidential decree to be announced by Erdoğan on July 9 after he formally takes office. 

In order to prevent any discrepancy in the executive system, the cabinet will also issue enactment laws to ensure the authorization of all institutions until the new system is fully integrated.

Under the new governmental system, Turkey will have 16 ministries, nine presidential councils and four offices that will function under Erdoğan’s rule.  

Roadmap set for inauguration 

Following the completion of oath-taking ceremonies of 600 newly elected lawmakers on July 7 and 8, President Erdoğan will take his presidential oath on July 9 at 4:30 p.m. local time in front of parliament, thus marking the official inauguration of the new presidential system. 

Following the ceremony at parliament, Erdoğan will host a large reception at the presidential compound at 6:00 p.m., where he will make his first statement in front of representatives of foreign diplomatic missions based in Ankara, members of parliament, and prominent figures from the business, culture, and sports worlds, as well as members of the press.

Following the reception, Erdoğan is expected to announce the members of his cabinet, as well as other officials who will take positions in relevant presidential agencies and offices at 9.00 p.m on July 9.

AKP to announce parliament speaker candidate

On July 7, the ruling Justice and Development Party (AKP) is expected to hold its first parliamentary group meeting under the leadership of Erdoğan in the new term, with the participation of 295 AKP lawmakers. During the meeting, Erdoğan is expected to announce outgoing Prime Minister Binali Yıldırım as the AKP’s nominee for the position of parliament speaker. 

The AKP’s parliamentary group leaders are also expected to be announced on the same day.
